These bags are designed to be filled with rice  so that they can be used as fabric weights when cutting out fabric.  Using fabric weights means no marks from pins and makes it easier to get accurate pattern cuts, particularly when using a rotary cutter.  Of course you could always stuff the bags with lavender and then scent your fabric and clothing!
